Healthcare for All: See how HAWAII does it!!

    Hawaii has something called S.H.I.P.
State Health Insurance Program (or Plan).

When I first moved to Honolulu, I was reading the phone book when I came across the listing. I called. "Is this iinsurance for STATE employees?" I asked.

I was told that "No, it was to cover those people who lived in Hawaii and who were not offered health insurance by their employers" (who were mandated to offer coverage if the employee worked 20+ hours per week) or "who were not working at all."

So there I was, a haole, finding it hard to get a job. So S.H.I.P. covered me with Blue Cross (maybe HMSA? it's been a while!), AT NO COST TO ME!

I called back when I DID obtain a job and asked them if they could keep me on until my employer's insurance coverage kicked in and that I would send them a check that day. The woman on the other end commented that NOone had ever called in to do that, and no worries, I'd be covered at NO COST until my employer's coverage began.

About a year later, as Human Resources Manager for a company, I admin'd benefits including insurance. One day and employee came in with 3 little kids on his shoulder and by his side. "I'm quitting today. I'm working 3 jobs to support and insure my kids and my life would just be simpler if I stayed home, didn't work, and became insured under S.H.I.P.".

I'm guessing that's the downside, but still,
WHY HASN'T THIS BEEN LOOKED INTO?
